“The Social Assistance and Support Programs are part of a continuum of services offered by the Ministère de l’Emploi et de la Solidarité sociale (MESS). They are intended for recipients under the Social Assistance Program or the Social Solidarity Program who require special help and support in view of their socio-professional profile, as provided under section 15 of the Individual and Family Assistance Act and Regulation (section 15 IFA).”
